VeriSign, a provider of Internet infrastructure services for the networked world, announced that it has entered into a Settlement Agreement and Mutual Release with the Coalition for ICANN Transparency, CFIT's members, and specified related parties that resolves the over five-year long CFIT litigation.
Under the terms of the Agreement, no payment will be made and the parties immediately will file a dismissal with prejudice of all claims in the litigation. Further, the parties executed mutual releases from all claims now and in the future related to the litigation.
CFIT voluntarily agreed to dismiss its claims in their entirety with prejudice in view of recent developments in the case, including the Amended Opinion of the United States Court of Appeals for the Ninth Circuit, the subsequent orders of the United States District Court for the Northern District of California, San Jose Division dismissing the claims regarding .Net and for disgorgement, and Verisign's motion for summary judgment.

Vic: Woman blows .363 following roasd crash
An unlicensed driver behind the wheel of an allegedly stolen car has blown more than
seven times the blood alcohol limit after she slammed into the back of another car.
The woman crashed the black BMW sedan she was driving into a work van waiting at a
red light at the corner of High and Main streets in Thomastown .. in the city's north
.. about 8.30pm yesterday.
The impact forced the van into the back of a Honda Civic in front of it.
A Victoria Police spokeswoman says the 31-year-old Reservoir woman had a blood alcohol
reading of 0.363.
She's been charged with unlicensed driving and exceeding the prescribed concentration
of alcohol and was bailed to appear in the Heidelberg Magistrates' Court on July 26.
No-one was injured as a result of the crash.

Qld: League clubs would fold under changes: inquiry
An inquiry has heard only five or six NRL clubs would survive if gambling regulations
are overhauled.
The Productivity Commission has prepared 41 draft recommendations following its probe
into the gambling industry in Australia.
Among the proposals are restricting poker machine players to bets of one dollar down
from the current maximum of 10 dollars .. and a 20 dollar limit on one machine at a time.
The commission has also suggested a 200 dollar withdrawal limit on nearby ATM's.
Leagues Clubs Australia CEO PETER TURNBULL says the club industry would be decimated
by the proposed changes.
He's told the inquiry in Brisbane jobs would be lost .. sporting and social amenities
would be diminished .. direct community funding would be severely affected and both senior
and junior rugby league would be impacted.

CANBERRA, Aug 5 AAP - Opposition Senate leader Nick Minchin says Malcolm Turnbull is
innocent in the OzCar affair and has the Liberal Party's full support.
Senator Minchin says Mr Turnbull did what is required of a good opposition leader when
presented with information which casts doubt on government activity.
"When approached with evidence, which on the face of it appears to be a matter of serious
portent for the government ... then it is our responsibility to pursue it," Senator Minchin
told AAP on Wednesday.
"It is, of course, regrettable and unfortunate that the evidence presented to us was inaccurate."
Asked whether Mr Turnbull had been irreparably damaged by information supplied to him
by Treasury official Godwin Grech, which turned out to be false, Senator Minchin said
he stood by his leader.
"I remain fully supportive of the opposition leader, Malcolm Turnbull, he has my and
the party's full support, he's innocent in all of this."
Senator Minchin says it is up to the government to convince the coalition to support
a motion it plans to move in the Senate next week to refer conduct in an upper house inquiry
into OzCar in June to the Senate privileges committee.
The government has received an opinion from the Clerk of the Senate, Harry Evans, that
coaching a witness or rehearsing a script of evidence before a Senate inquiry could possibly
be contempt of the Senate.
The government says an email and two lists of proposed questions released by Mr Turnbull
on Tuesday show that he and opposition deputy leader in the Senate, Eric Abetz, collaborated
with Mr Grech on the OzCar Senate inquiry.
Mr Grech was the Treasury official in charge of OzCar and has admitted he faked an
email the opposition used to accuse Kevin Rudd of seeking favours for a car dealer friend.
An attempt in late June by the government to refer the matter to the privileges committee
was defeated by the coalition and Family First senator Steve Fielding.
Senator Minchin says they remain open to persuasion and would be happy to negotiate
on the terms of reference of any inquiry with the government.
"The onus is on the government to persuade us that this is not an abuse of the privileges
committee, that it's not a political witch hunt but a genuine endeavour," Senator Minchin
said.
Senator Fielding is still considering whether he will support the reference next week.

Vic: Yea-Murrindindi fire whipped up by southerly winds
MELBOURNE, Feb 11 AAP - The fire threat in the Yea-Murrindindi area, in northeast Victoria,
is worsening because of strong southerly winds.
The Country Fire Authority (CFA) warns the communities of Acheron, Cathedral Lane,
Rubicon, Thornton and Taggerty Road and Bulls Lane may be directly impacted by the blaze.
The CFA said fire on the northeast front in the Blue Range is experiencing continuing
fire activity because of the southerlies.
Firefighters have established control lines along the power lines between Taggerty
and Snobs Creek.
The CFA says there is also increased fire activity towards the northern end of the Black Range.

VIC: Olympic gold medals cost taxpayers about $17 mln each
MELBOURNE, Aug 24 AAP - Australian taxpayers forked out almost $17 million towards
each gold medal won by the nation's Olympic team in Beijing.
The country's taxpayers contributed $16.7 million through direct federal grants for
each of the 13 gold medals won, but the real figure could be higher, Fairfax reported
today.
Sport academic James Connor said once funding by state governments and sporting infrastructure
costs were taken into account, the figure could exceed $100 million.
"The real price of a gold medal would be three, four or five times higher, up to $100
million," Dr Connor, from the Australian Defence Force Academy, said.
In athletics, $19.3 million has been poured in over four years, and a European training
base established.
Acting Australian Institute of Sport chief, Brent Espeland, has confirmed that sports
such as cycling and gymnastics, which disappointed in the medal count, will need to fight
for funding.
Australian Olympic Committee chief John Coates launched an inquiry to ask how much
extra money was needed to win 55 medals at the 2012 London Games and 60 at the 2016 Olympics.
Swimming coach Alan Thompson said Australian sport was "on the verge of a crisis" without
a funding injection.
Sport Minister Kate Ellis launched an inquiry in May into the efficiency of elite sport funding.

FED: PM diverts pressure onto opposition over petrol prices
CANBERRA, April 18 AAP - Prime Minister Kevin Rudd has accused Opposition Leader Brendan
Nelson of "sitting on the fence" over the controversial FuelWatch scheme.
Mr Rudd announced on Tuesday that from December 15 petrol stations would be forced
to publish pump prices 24 hours in advance in an effort to provide greater choice for
motorists.
Dr Nelson has labelled the move a stunt but refused to say whether or not the coalition
would support the FuelWatch legislation through parliament.
Mr Rudd says that's not good enough.
"My challenge to the leader of the opposition is we can't get our national FuelWatch
scheme through the parliament unless the Liberal Party support it in the Senate, it's
as simple as that," Mr Rudd told the Nine Network.
"So he can't sit on the fence.
"Does he support it or does he oppose it."
The prime minister says despite a chorus of criticism he still believes FuelWatch will
benefit motorists.
"You can either sit back and do nothing or you can act," he said.
Since being elected the government had given the Australian Competition and Consumer
Commission more powers to investigate fuel prices, appointed a petrol commissioner and
now promised a national FuelWatch scheme, Mr Rudd said.
"These are three things done which were not done under the previous government."

NSW: Mechanical fault forces 25 private buses off NSW roads
SYDNEY, Dec 13 AAP - Private bus operators in NSW have been forced to take 25 buses
off the road after a mechanical fault was found in diesel-powered Mercedes buses.
The State Transit Authority (STA) pulled 200 buses out of service on Tuesday, after
a fault in the steering mechanism of its gas-fuelled Mercedes fleet was detected.
The problem led to major disruptions for Sydney commuters, with delays expected to
continue until Christmas as the STA scrambles for parts and buses.
Ministry of Transport director-general Jim Glasson said private bus operators in Sydney,
the Hunter and regional NSW were also now affected.
They were forced to remove around 25 diesel Mercedes from service, he said, after the
automotive giant's Australian subsidiary detected the problem on its diesel model.
Twelve of those buses were in use on Sydney roads, Mr Glasson said.
Acting NSW Transport Minister Verity Firth said this would lead to "minimal disruptions"
and assured commuters every bus on NSW roads had tested safe for use.
"The extent of the problem is still being identified, but this is a national or worldwide
issue," she said.
"We do know that our own house is in order and that we've taken no chances."
Roads and Traffic Authority (RTA) chief Les Wielinga said he had informed federal agencies
of the growing problem and it was now in their hands.

Qld: Workers say drug taking common, survey shows
A survey has found about one in four employees say colleagues take illegal drugs at work.
Human resources and recruitment firm Talent2 says an internet survey of over one thousand
700 people in different industry groups shows a high number of people who took illegal
drugs while on the job.
Talent2's JOHN BANKS says those aged between 18 and 24 are nearly five times more likely
to have consumed drugs .. than the rest of the working population.
Between 25 and 30 per cent of sales and marketing .. engineering .. manufacturing ..
construction .. and government workers said they had heard of someone in their workplace
taking illegal drugs at work.

Wednesday, January 10, 2007 -- Israel is a small country with a relatively small market, so many Israeli businesses and investors look to make money in other countries around the world. Consequently, Israeli investment abroad has surged since exchange control was abolished in Israel in 1998.
Although we live in a global village, we must do our homework in each country. Some of the major questions will not be apparent - let alone the answers. We, therefore, present a series of occasional articles on possible economic opportunities and tax issues for Israelis with overseas interests. In this article we review India. Our remarks are very general and experienced professional advisers should be consulted in each country in specific cases.
The scene in India
India embarked on its journey of economic liberalization in the early '90s. The impact of the steady reform process is evident in the exponential growth that India is now witnessing. India offers a vast potential for overseas investment and is actively encouraging the entrance of foreign players into the market. Armed with a population of 1.1 billion, a vast pool of low cost labor, English-speaking skilled managerial and technical manpower and sustained GDP growth of over 7%, India presents tantalizing prospects for businesses wishing to produce and/or sell products in India.
Foreign investment in India is regulated by the Government of India's Foreign Direct Investment (FDI) policy. The FDI guidelines are administered by the Ministry of Commerce and Industry. With liberalization, FDI in a large number of industries is permitted up to 100%, automatically without any approvals. FDI in sectors like telecom, real estate, retail etc. is permitted, subject to certain restrictions.
FDI up to 100% under automatic route (i.e. no prior approval required from the Foreign Investment Promotion Board or FIPB) is permitted in information technology (IT) services like information technology enabled services (ITES), business process outsourcing (BPO) and software services.
The government has been encouraging foreign investment in the IT-ITES sector. Various attractive export oriented- schemes have been established for the overall development of the IT sector in India. Units set up under these schemes enjoy a host of direct tax benefits (corporate tax exemption up to 2009) along with indirect tax benefits (zero custom duty on imports, exemption from central excise duty for the procurement of indigenous items, etc).
The Income Tax Act, 1961 in India extends certain tax incentives and holidays to Indian companies/ undertakings deriving profits from certain real estate activities in India, subject to certain conditions. A 10 year 100% tax holiday is available to undertakings deriving profits from developing, operating and maintaining an industrial park in India. However, such tax holidays are available only where the industrial park is developed before March 31, 2009, and notified by the Central government.
The Special Economic Zone (SEZ) Act, 2005 governs the development and operation of SEZs in India. The SEZ legislation provides attractive fiscal benefits to units operating in SEZs and SEZ developers, such as exemption from customs duty, sales tax, excise, service tax, income tax holidays, etc.
With regard to real estate, current policy permits FDI up to 100% under automatic route in a range of segments covering townships, housing, built-up infrastructure and construction-development projects (which would include housing, commercial premises, hotels, resorts, hospitals, educational institution, recreational facilities, city and regional level infrastructure)
The FDI policy however specifically prohibits the sale of "undeveloped" land to prevent speculation in real estate by foreign investors. Further, the FDI is permitted only in greenfield projects and is not in developed or partly developed projects.
The Government has recently liberalized the FDI norms in the defense sector, as well. Private sector participation is permitted up to 100%, with FDI up to 26%.
India also offers huge potential in sectors such as retail, automotive, telecom, etc. India's retail sector has an estimated market size of more than US$ 250 billion and is the second-largest employer after agriculture, contributing 14% to India's GDP. India's telecom sector has also seen much activity in the last couple of years. FDI up to 100% is permitted in the case of Internet services (without gateway) and telecom equipment/handset manufacturing activities.
What about structuring a venture in India? Two main structures favored by foreign investors in India are a Wholly Owned Subsidiary (WOS)/Joint Venture Company (JVC) or a branch office. There are several unique characteristics of both these options available from a taxation perspective and the choice of the best structure is dependent upon the proposed activities of the prospective investors in India. As discussed earlier, investment in WOS/JVC is governed by the foreign investment laws and government approvals may be required for certain investments depending upon the activity/industry/quantum of investment.
Indian taxation
Where no tax incentives apply (see above), an Indian company (whether WOS or JVC) will be a resident in India on account of being a separate legal entity and shall be taxable at the rate of 33.66%. Minimum Alternative Tax ("MAT") is applicable to companies where tax on adjusted book profits exceeds tax on normal taxable A WOS/JVC is also subject to dividend distribution tax ("DDT") at a rate of 14.025% (for Tax Year 2005-2006) on dividends paid out to its shareholders. This is a tax on the company not the shareholders. Therefore, profits distributed after payment of corporate tax and dividend distribution tax would not be taxable in India in the hands of the investors.
Alternatively, a branch office is an extension office of the foreign company and hence is a permanent establishment (PE) for tax purposes. If the company chooses to set up a branch office, it must secure prior approval from the Reserve Bank of India. The PE will be taxed at a rate of 41.82% (on account of being a non-resident in India) and the provisions relating to MAT would apply to the branch office also. The existing provisions of Indian tax laws do not stipulate any branch profit remittance tax. Therefore, profits after tax can be remitted without any further Indian tax.
It should be noted that a WOS/JVC is required to retain about 10% of its profits as a reserve and such a reserve is not available for distribution on a current basis. Therefore, from a cash flow perspective, the total remittable amount to the shareholders as dividends is less than the remittable profits of the branch, since the branch is not required to maintain any such statutory reserve.
Foreign investors may also choose to set up intermediary/regional holding companies to invest in the Indian WOS/JVCs. Certain regimes offer favorable tax results on capital gains earned on sale of shares of an Indian company, which could provide tax efficiency for the investor in case of divestment from the Indian WOS/JVC if the gains will be re-invested outside Israel. Nevertheless, Israeli investors should review the costs as well as Israeli reporting and tax implications.
How will Indian taxes interact with Israeli taxes for Israeli investors? This will depend mainly on individual circumstances - see, for example, our article "Tax issues to consider when investing abroad" (Jerusalem Post October 18, 2006). Key issues typically may include: the entity structure; the business model; intellectual property and research and development; finance aspects; income repatriation; exit strategy; management and employees; double tax relief; tax planning and anti-avoidance rules.
Israel has a tax treaty with India as well as foreign tax credit rules in the domestic Israeli tax law. Under the treaty, India generally withholds 10% tax at source from interest, royalties, management fees and technical fees paid to Israeli residents if they are not deemed to have a permanent establishment (primarily, a fixed place of business or branch) in India. India has strict withholding tax and income source rules, so each case must be checked out in advance.
Subject to this, if an Israeli company with no permanent establishment in India simply trades from Israel with an unrelated Indian company, it should only pay tax in Israel.
If an Israeli company has a permanent establishment in India it will report the resulting profit or loss to the Israel Tax Authority as well as the Indian authorities. Israel generally will tax the Israeli company on its worldwide profits, including Indian source profits, at the regular rate - 29% in 2007. However, there may be no Israeli company tax balance to pay after crediting the Indian tax (41.82% Indian tax if no Indian tax incentives apply) on the Indian source profits.
Any excess foreign tax credit (41.82% Indian taxes minus 29% Israeli tax equals 12.82% excess in this example) may be used in the following five tax years against other income of the same type from the same country (India).
If an Israeli resident company or individual invests in the shares of an active Indian company (WOS or JVC), it may be able to defer Israeli tax until it receives a dividend from the Indian company. At that time, the Israeli tax would generally be 25% of the dividend paid but there would be a fixed foreign tax credit of 15% under special provisions in the India-Israel tax treaty, resulting in a net Israeli tax liability of 10% of the dividend. Alternatively, if an Israeli company (not individual) holds at least 25% in an Indian company, the Israeli company may choose to pay the regular rate of Israeli company tax (29% in 2007) on its share of the pre-tax profit of the Indian company and claim a credit for the corporate taxes paid in India - this should eliminate altogether the Israeli company tax if the Indian company paid Indian corporate taxes of 41.82%, i.e. if no Indian tax incentives apply.
To sum up:
* If the Indian investee company enjoys Indian tax incentives, the net Israeli tax rate of 10% on dividends from the Indian company would seem a good result to the Israeli investor - company or individual.
* If the Indian investee company does not enjoy Indian tax incentives (e.g. real estate), the net Israeli tax rate of zero would seem a good result for Israeli corporate investors holding at least 25% of the Indian company. Nevertheless, that is after paying Indian taxes of 41.82%. Additional planning may be possible.
* Capital gains, loan interest, royalties, management and technical fees and so forth will be taxable in both countries at various rates under domestic legislation and the treaty - specific advice should be obtained. India has a system of foreign exchange control, so its formalities should be followed.
India used to be known as the jewel in the British crown, but it went global and Israeli investors are welcome to check it out.

Police say the 85-year-old man faces two counts of indecent treatment of a child under

town of Oyster Cove .. suffered a chest injury.
The rescue helicopter found the man in six-to-eight metre swells shortly before 8 (AEST)
this morning and winched him to safety.
He's been taken to the Royal Hobart Hospital and is in a stable condition.

'Blameless' KP claims critics are simply nuts Kevin Pietersen claims he only had England's best interests at heart when trying to get former coach Peter Moores sacked at the start of the Ashes year. Pietersen may have succeeded in his aim of knifing Moores but was also forced to fall on his sword with the English Cricket Board on the verge of sacking him. Many critics say the brilliant batsman's considerable ego got the better of him as he bid to get rid of Moores from a sun lounger in Africa. But the former England skipper claims he was simply doing what he thought was best for the side. "I risked it all because I thought it was my duty as England captain to say that things were not right," he said. "What hurts me was the character assassination that has been totally unfounded. I have done absolutely nothing wrong." Such an admission will come as no surprise to those who have followed KP's career. From his time in South Africa, where he left due to feeling aggrieved at the quota system, to his spell in county cricket, where he annoyed virtually all his former Nottinghamshire team-mates, Pietersen is a man who feels constantly misunderstood. Not least last Wednesday, when his manoeuvre to sack Moores was taken as a resignation letter by the ECB. Following several earlier meetings with ECB managing director Hugh Morris he revealed he then sent an email in which he said he couldn't lead the team forward if Peter Moores remained as coach. Pietersen said he was stunned when Morris then called to tell him his fate. "He said they had had an emergency board meeting and they had accepted my resignation. "I said: 'Excuse me?!' They said: 'We've accepted your resignation.' I said on what basis has it been accepted? They had no answer. Next, I received an email from the ECB saying: 'Your resignation is of immediate effect'." However, he is adamant his presence in the England dressing room under new captain Andrew Strauss will not prove disruptive and is keen to get back to scoring a sackful of runs for the national team. "I'll do whatever I can to win games of cricket for England," he said. "I feel it is right for me to go back and just play - to do something that I totally, totally love, which is scoring more runs for England." Meanwhile, Steve Harmison hit for six rumours that he and Andrew Flintoff supported sacked coach Moores ahead of Pietersen. He said: "The idea that we told (ECB managing director Hugh) Morris that we supported Peter Moores ahead of Kevin is nonsense. To my mind, the only people who have stabbed Kevin in the back are those who chose to leak the information that he had promised to quit the captaincy for the tour to the West Indies if Peter remained as coach."

THE PRESIDENT will host a Twitter town hall meeting today.
U.S. Rep. Rob Wittman, whose district runs from Hampton to Northern Virginia, holds one nearly every Tuesday. Hampton Mayor Molly Ward has embraced social media like no other: She regularly tweets the happenings of her city, has a blog, is active on Facebook and hosts a live chat every Tuesday.
At the root of these are a commitment to transparency and civic engagement.
While candidates and campaigns put up websites, create Facebook pages and open Twitter accounts, they are often abandoned after the campaign is over, even if the candidate is successful. And if they aren't abandoned, the posts are often from staff and rarely from the elected representatives themselves.
It is refreshing to see a representative actively engage the public on issues of importance, whether it be a pothole or the federal deficit.
A recent report on a national survey of transparency, civic engagement and technology use in local government agencies concludes that email is the primary method of communicating with citizens.
More than half of the departments surveyed have adopted social networking, such as Facebook and Twitter. A majority of the managers said that the Internet helps to make people feel connected to the city. City websites are used to disseminate information, although less so to facilitate two-way interaction between the public and local government agencies.
One website encouraging such interaction is operated by the city of Virginia Beach on the topic of redistricting. Announced last Friday, the website (www.vbredistricting.com) contains a treasure trove of information.
It has gathered in one place all of the data necessary for anyone to be able to follow the entire process, including the schedule of upcoming public meetings and the plan alternatives so far.
Perhaps the most impressive part for me is that the site invites residents to submit their own maps and provides an easy mechanism for doing so.
The survey on transparency and social media use, conducted by the Institute for Policy and Civic Engagement at the University of Illinois at Chicago, found that more than half of key decision meetings in local government organizations were open to the public.
"It may be," the authors wrote, "that organizations that require more political responsiveness are more likely to provide opportunities for input from the public into their decision processes, whereas organizations that are more rule bound and require greater control may choose not to enable the public to influence important department and agency policy decisions."
That's one explanation. And it might explain why Norfolk handled redistricting far differently, or why it held a closed session to appoint School Board members.
Another explanation is far simpler: Some of our elected representatives are more committed to transparency and civic engagement than others. Truth is, it shouldn't be left to them. One of our roles as citizens is to participate in decisions affecting us - and not just by showing up to vote.
If we want transparency and civic engagement, we have to demand it of those elected to represent us.

FIFTY-ONE MALAYSIAN GOVT WEBSITES ATTACKED: MCMC.
KUALA LUMPUR, June 16 Asia Pulse - A total of 51 .gov.my websites have come under attack causing disruptions at various levels to at least 41 of the websites, the Malaysian Communications and Multimedia Commission (MCMC) said Thursday.
However, MCMC said it did not expect the overall recovery of these websites to take long as most of them had already recovered from the attacks.
"Our monitoring of the situation showed that there was a reduced level of attacks by 4am this morning and upon further evaluation, we found there had been little impact on Malaysian users as a result of this attack," it said in a statement.
The attacks followed an announcement by a foreign-based hackers group, Anonymous, to hack into the government's official website www.malaysia.gov.my Wednesday.
'Anonymous' had cited alleged Internet censorship by the government and the recent blocking of 10 file-sharing sites in Malaysia as two of the reasons for wanting to launch the attack, which it codenamed "Operation Malaysia".
MCMC said there were indeed attempts to hack several websites which started at approximately 11.30pm Wednesday, including on its own www.skmm.gov.my site, but was not successful.
MCMC said its Network Security Centre had been making concerted efforts to mitigate the attacks around the clock and would continue to work with other enforcement agencies and security experts as well service providers to monitor the situation.
The public is advised to report any information they may have regarding the identity of these hackers as the act to disrupt network services is a serious offence, which is punishable by law.

A Dispatch From The Copyright Front Lines: MAFIAA Fire Takes On ICE.(Immigrations and Customs Enforcement)
The ongoing conflict between content-industry groups and "open Internet" proponents has been heating up recently in a battle over Internet sites that allegedly allow users to access pirated or counterfeit content. Since last summer, the Department of Homeland Security's Immigrations and Customs Enforcement (ICE) division has been running a campaign it calls "Operation: In Our Sites" to seize domain names used in alleged criminal copyright infringement activities. Following seizure, visitors to affected web sites, such as www.watchnewfilms.com, see a notice stating that "This domain name has been seized by ICE - Homeland Security Investigations, pursuant to a seizure warrant issued by a United States District Court under the authority of 18 U.S.C. s.s. 981 and 2323." The fourth and latest round of seizures reportedly took place on May 21. Opponents of these measures charge that the seizures amount to censorship, and have questioned their legality as well as their effectiveness.
The seizure orders work by requiring the domain name registry to redirect the URL of an allegedly infringing web site to the warning notice quoted above, instead of the targeted site. The site still remains accessible via its IP address, however, and many owners simply set up new domain names, often registered in foreign countries, to direct users to their sites. Enter the anonymous coder(s) behind MAFIAA Fire, a browser plug-in designed to circumvent ICE's shut-down efforts. When a user downloads and installs the plug-in and then points his or her browser to a domain name that has been seized, the MAFIAA Fire software consults a list of seized and replacement domain names and automatically redirects the browser to the new URL. The user is taken seamlessly to the requested site, not to the ICE warning at the original URL. (As explained in MAFIAA Fire's unabashedly partisan FAQ, the name refers to the "Music and Film Industry Association of America," a spoof "industry group" purportedly created out of the merger of the Recording Industry Association of America and the Motion Picture Association of America, the real organizations that MAFIAA Fire's creators believe to be behind ICE's enforcement efforts.) The MAFIAA Fire site claims the plug-in has been downloaded more than 70,000 times since it became available in early April.
MAFIAA Fire obviously stands to put a significant dent in the effectiveness of ICE's seizure technique. Shortly after the tool became available, the Department of Homeland Security contacted Mozilla, the nonprofit organization behind the popular Firefox browser, and asked it to disable access to the MAFIAA Fire plug-in for Firefox. According to a blog post by Harvey Anderson, Mozilla's VP of Business Affairs and General Counsel, Mozilla responded by sending back a series of pointed questions about the legal basis for the request. Anderson explained in his blog post that Mozilla's "approach is to comply with valid court orders, warrants, and legal mandates, but in this case there was no such court order." As of Anderson's latest report, Homeland Security had not responded to Mozilla's queries, and for now, MAFIAA Fire remains available on Mozilla's Firefox add-on download site.
Meanwhile, Senator Patrick Leahy (D-Vt.) has introduced this month the "Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act of 2011" - a.k.a. the PROTECT IP Act - which would enhance the government's enforcement options against foreign sites hosting infringing content, and potentially shrink the loophole that MAFIAA Fire exploits. And so, as the content provider/open Internet war rages on in battlegrounds ranging from Congress to courts to activist coders' individual laptops, MAFIAA Fire is playing its own small part in shaping the evolving legal and technological boundaries of copyright.

Aircell Appoints Ron LeMay as President and CEO.
Today, Aircell announced the transition of Ron LeMay from Chairman of the Board to President and CEO of the company. Jack Blumenstein, current President and CEO, will assume the position of Chairman of the Board.
Mr. LeMay is a 38-year veteran of the communications industry, having served as an officer at Southwestern Bell, AT&T and Sprint. His Sprint career spanned 18 years and included starting up Sprint PCS as its first employee and serving as its CEO. Sprint PCS grew to $10B in annual revenues faster than any other company before or since. Mr. LeMay also served as President and COO of Sprint Corporation from 1996 until 2003.
In his time as Chairman of the Board of Aircell, Mr. LeMay has consulted closely with Mr. Blumenstein on strategy and operational matters. Regarding their working relationship, Mr. Lemay said, "Jack and I work well together, bringing complementary strengths to the table, as demonstrated over these past few years. HAVE you heard the one about a 12-year-old boy who used to take notes at his football training sessions and then went on to become the Amateur League's youngest manager, aged just 20?
Well, it is no joke.
In fact, Larne Tech OB boss Ciaran Kelly couldn't be more serious when he says he wants to restore the club to its former glory in the Premier Section once again.
It has been three years now since the Larne boys were rubbing shoulders with the likes of Killyleagh, Albert Foundry, and Newington - and the young manager feels this is has already been too long.
Now the club have made the ambitious decision to turn to youth to get them back to where they feel they belong.
It is a policy that has caused much discussion amongst Kelly's contemporaries, but he is eager to repay the faith of his committee and prove the doubters wrong.
He said: "I know people are expecting me to fail, because of the age I am. I didn't get the job until mid-July, and I was starting from scratch.
"We are very young squad - our oldest player is 25 - and I know people have been saying we are too young. They have no respect for us, so I suppose we will have to earn that respect.
"I have been looking at the internet forums, and I see supporters saying this and that about us. It's up to us to go out and show them what we are capable of."
As if Kelly is not under enough pressure to prove himself, he also has the additional burden of following in the footsteps of his father, who was in charge of the club last year.
But, in typically determined fashion, he doesn't feel this will be any sort of problem for him.
He said: "They are pretty big shoes to fill - he was hard to work with at times, but he was a great motivator and had good people helping him out.
"I know people are already saying 'your father's done this and that,' but that isn't for me to worry about. I just have to get on with the job, and see how I get on.
"It would be a privilege to do better than him."
Kelly played for Larne Youth from the age of 8 through to under-16 level, before featuring for Larne Olympic and Larne, before moving to the Tech two years ago.
He learnt his trade from Kenny Shiels, Jim Hagan, and in particular Johneen Black, who he thanks for inspiring him to be where he is today.
While management is usually an afterthought reserved for players reaching their twilight years, Kelly broke the mould in showing a keen interest in the area from the tender age of 12.
He recalled: "I used to have this notepad, and after every training session, I would go home and take notes of what we had done that day.
"I used to think to myself, 'these will come in handy some day - and that's turned out to be the case!"
After a terrible start to the season - five straight defeats against Rathfern Rangers, Grove United, East Belfast, Abbey Villa, and Rosario - the Tech have picked things up with back-to-back victories over Crumlin United and Knockbreda.
It was hardly the ideal start for Kelly in his new career, but he admits the all-important first win over Crumlin was particularly sweet.
"You should have seen us at the final whistle," he smiled. "You would have thought we had won the league!
"We had been unlucky in some of the matches before that, so it was nice to finally get a result. "What really encouraged me was that we outplayed them from start to finish."
It was the type of performance that has given Larne Tech's rookie manager the hope that his team can progress further up the table in the weeks to come, and possibly even mount a title challenge.
That will, of course, depend on them not dropping more points in the next couple of months, but it's fair to say that Kelly and his assistant Sammy Smith are feeling quietly confident about their prospects for the season.
Kelly added: "No-one is running away with it so far. Okay, Rathfern have won all their games so far, but behind them, teams are dropping points every week.
"If we can start putting a few wins together, we can climb up the table and get ourselves into a good position. We will not be at the bottom end of the table at the end of the season - definitely not.
"Larne Tech are a Premier Section club, and it's our job to get us back there."

ALBANY - Capital OTB Vice President John Signor will take over the top job at the betting corporation next year when President Michael Connery retires.
The board of directors gave Signor a virtually unanimous vote at a meeting last week of the embattled betting corporation.
Over the past several months, Capital District Regional Off-Track Betting Corp. has been criticized for its check-cashing practices and special treatment of big bettors. Following a scathing report by the state Racing and Wagering Board, improvements were undertaken.
Capital OTB runs betting parlors in 16 counties and the city of Schenectady and all 17 municipalities are represented on the board.
After Connery, 65, announced his retirement, board members voted 12-0 with two abstaining for Signor to replace him. Two others were absent, and the St. Lawrence County member is a new appointee and has yet to be approved by the Racing and Wagering Board.
Signor, 43, of Niskayuna, a certified public accountant, was also OTB's chief financial officer. He takes over as president on Jan. 1.
An OTB employee for five years, he thanked board members for their support and Connery for his leadership. Signor said he wants to build on the progress the two have made, adding he will explore more ways to grow revenues and control spending. A priority is to get OTB's Internet wagering up and running, Signor said.
Board Chairman Marcel "Mickey" Webb of Franklin County said the board has been pleased with Connery and Signor. "John has worked hard for the corporation on behalf of the taxpayers and we are confident that he will continue to do so," Webb said. Signor spent seven years in Gov. George Pataki's administration - the budget division, Racing and Wagering Board as director of audit investigations and for four years as director of communications for the Health Department. He graduated from Christian Brothers Academy High School and Siena College.

ADC Launches New OmniReach Hardened Connectors and Drop Cables for FTTX Outside Plant Environment; Hardened Connectors and Drop Cables Provide Ultimate Plug-and-Play Solution for Reliable Service Connection.
MINNEAPOLIS -- ADC (NASDAQ:ADCT) (www.adc.com), a leading supplier of infrastructure solutions for fiber-to-the-x (FTTX) networks, today announced new OmniReach(TM) Hardened Connectors and Drop Cables, designed to provide a reliable interface for fiber drop cables in the outside plant (OSP) environment. ADC's OmniReach Hardened Connectors and Drop Cables provide the ultimate "plug and play" solution for durable and reliable service connection in the OSP/drop segment of FTTX networks. These solutions will be showcased at the TelecomNEXT conference in Las Vegas, March 21-22 in ADC booth #1049.
"Our Hardened Connectors and Drop Cables are technician-friendly and greatly simplify installation and maintenance by minimizing splicing required on the distribution side of the FTTX network," said Tom Kampf, vice president of FTTX solutions for ADC. "These solutions are cost effective in that they provide lower overall installed costs throughout an FTTX network and facilitate easy troubleshooting as maintenance can be done at the Multi-Port Service Terminal by simply unplugging a connector rather than breaking a splice or going directly to the side of the home. In addition, this solution is compatible and interoperable with OptiTap adapters through a technology transfer agreement with Corning."
Hardened Connectors are used to connect Multi-Port Service Terminals (MSTs) typically located at the street with Optical Network Terminals (ONTs) located at the premises. The hardened connector is connected to hardened adapters on the external surfaces enclosures so that connections can be completed without opening the enclosure. The application facilitates rapid deployment of optical services by quickly and efficiently connecting hardened connectors to the terminal at the street and the ONT at the premises. The hardened connector approach dramatically reduces splicing labor. Hardened connectors may be installed anywhere MSTs are installed including aerial and below grade applications.

The rugged optical connector is hardened to protect against extreme temperature, moisture, UV, chemical exposure and other harsh conditions typically found in the OSP environment. The hardened connector is usually provided as part of a drop cable assembly and the connector is sealed as it is installed into a hardened adapter.
The hardened connector is also normally supplied with a protective cap that seals the connector and keeps the end-face clean until it is ready for use. Upon installation, the protective cap is removed and the hardened drop cable can be connected to the hardened adapter. The protective cap is tethered to the adapter so it can be reused to protect the connector in the event the hardened drop cable is removed.
It is estimated that telco service providers will spend $2-3 billion annually during the next five years as FTTX networks are deployed in the United States. Since 2000, new FTTX projects initiated by carriers and municipalities have increased by more than 100 percent.

Google's shares hit a new all-time high early Friday, rising $33.52, or 11 percent, to $336.72 in early New York Stock Exchange trading after the Internet search juggernaut announced third-quarter financial figures that astounded even the most bullish analysts, as well as it own management team.
"We surprised ourselves this quarter," Google CEO Eric Schmidt said during a Thursday interview. "Business was much stronger than I expected."
Google, which reported its results after financial markets closed on Thursday, said it earned $381.2 million, or $1.32 per share, a more than sevenfold increase from net income of $52 million, or 19 cents per share, a year ago. Last year's results included a $201 million charge to account for a legal settlement with rival Yahoo Inc.
